Why the W3C ad for IE 3.0 CSS?

In my gmail account recently, one of the ads appearing was:
CSS support in MS IE 3.0
“Howcome” on CSS support in MS IE 3.0.
Now this is very strange.
Firstly, why is W3C (the World Wide Web Consortium) spending money on Google ads?
Secondly, the link points to a very old page on the W3C site, written when IE3 was released and talking about its CSS support. It was last updated on 1 Sep 1996!
Thirdly, is some IE hater reminding people about early IE versions? Why?
The article was moaning about IE’s poor CSS rendering. Well, at least it has improved a bit with IE7. Finally.
